Massive fraud at NDE Revealed

PETITION AGAINST MALLAM ABUBAKAR MOHAMMED,DG OF NATIONAL DIRECTORATE OF EMPLOYMENT(NDE) AND OTHER PRINCIPAL DIRECTORS FOR MISAPPROPRIATION AND EMBEZLEMENT OF PUBLIC FUNDS AND ABANDONEMENT OF CAPITAL PROJECTS IN VARIOUS STATES OF THE FEDERATION AND IN BWARI,FCT -ABUJA 1.
The NDE Skills Acquisition Training Centre in Kurudu, Bwari LGA is a N655 million project. Records show that only N20 million is left as outstanding from the N655 million allocated NDE in the 2010 budget. This means N635 million has been paid the contractors for this job amounting to over 95%. By this, it is assumed rightly that the project on site would have reached 95% completion.
However, this is not the case upon our visit to the site in Kurudu, Bwari on 30th January 2012 what we saw was an abandoned project which is yet to reach even attain 20% completion.
OBSERVATIONS:
1. There is no electricity and generator on site
2. A work to construct internal road was started and abandoned.
3. Uncompleted buildings were painted.
4. The staff home constructed had no electrical fittings and plumbing fittings.
5. The Dining hall close to block 2 had vandalised window panes and leeking roof.
6. The workshop block has sagging roof with no windows, doors or frame.
7. The land upon which the Skills centre was being erected has no approval from the FCDA.In fact on 30th April,2011 the NDE was given a quit notice by FCDA to vacate the said land.(Pictures are also attached as proof)
These observations of ours were corroborated by a report by the NDE FCT Coordinator .(see attached Report) confirming that the project is abandoned and substandard.
Even the NBTE by a report dated November 25, 2011 and signed by the Executive Secretary Director, Dr.M.A. Kazaure declared all skills acquisition and training centres of NDE in the whole federation including FCT as substandard.The DG, NDE is hiding this germane report from the public.
2. EMBEZZLEMENT OF N45 MILLION BY Mr. Kunle Obanyan Director SE Zone The National Directorate for Employment (NDE) on Monday 25th July 2011, launched the NDE-QikQik Business Ownership Scheme. This scheme, a partnership between Eartholeum Networks Ltd (ENL) and NDE, was supposed to create 100,000 new jobs. According to the Mallam Abubakar Mohammed – Director General of NDE, This project proposal was designed to cash in on CBN CASHLESS policy and an MOU was executed with the NDE care of Mr Kunle Obanyan.
For this purpose, selection and training of 100 graduates from various states took place about the middle of last year.
The sum of N45m was paid to the Eartholeum Network last year, to provide participants with the required tools and the equipments but uptill today the programme is yet to take off. Yet the funds could not be accounted for or returned back.The graduate participants feel disillusioned with NDE failure to fulfill their promise.
3. THEFT OF THIRTEEN MILLION, ONE HUNDRED AND SEVENTY SIX THOUSAND (N13,176,000.00M) FOR FICTITIOUS WORKSHOP A two-day NDE Counselling Workshop titled 'Employment skills for unemployed graduate of teriary institutions' to be held in 18 states of the federation was approved by the DG, NDE sometime in March 2011.This workshop never held as claimed and on 29th March 2011 Dr. S.N. Mfam, Director of PR&S, NDE got a payment voucher for the sum of N13, 176,000.00M to be released to him and suspectedly shared by top Management Staff with the DG.This is a clear case of theft of Public funds.

11. Alh. A. A. Ibrahim Director (HR)
Sir, we are dismayed that in spite of release of billions and multi-millions to the NDE to assist the Presidency to ensure that jobless Graduates are self-employed and thus divert the minds of the youths from social vices and get them engaged, the NDE headed by Mallam Abubakar Mohammed had an agenda to divert these funds for personal goals.
We pray you sir to cause a full investigation of the Dg of NDE and the above mentioned top Directors of the Organisation with a view to their being prosecuted by the EFCC.
